GOER issues advisory on July 4 holiday
The Governor’s Office of Employee Relations (GOER) has advised that another day will not be designated to be observed as a holiday by New York State employees in lieu of Saturday July 4.
• Full time New York State and Research Foundation employees: All Upstate units and departments will continue on a regular schedule unless a department directs otherwise. Employees who are entitled to observe holidays, and for whom July 4th is a regular day off, will be credited with compensatory time off in lieu of the holiday. If required to work on July 4, employees will be paid holiday pay or granted holiday compensatory time off. If a department closes on July 3, employees who opt to take the day off must charge appropriate leave credits to remain in a paid status. Employees who wish to work on these days must be permitted to do so if it is a normally scheduled workday. Departments should follow their customary and appropriate procedure for approving or denying time off requests. New York State and Research Foundation employees who have any questions may contact the Payroll Office, 464-4840.
• Part-time New York State and Research Foundation employees who are eligible to observe holidays are entitled to observe only those holidays that fall on days when they are regularly scheduled to work or actually do work. If eligible part-time New York State Classified Service (CSEA and PEF represented only) employees do not work on Saturday, July 4th, but are regularly scheduled to work on Friday, July 3rd, they will be credited with holiday leave equivalent to the number of hours in their regular Friday schedule, not to exceed 7.5 or 8 hours.
